THE THRESHOLD

NFPA 241 doesn't set one universal time threshold the way NFPA 25 or 72 do. Instead, it requires the project's fire prevention program and fire safety plan to identify when a fire watch is needed — commonly during hot work, when standpipe or sprinkler systems are impaired mid-construction, and during any period identified as high-risk in the plan.

Does every construction site need a dedicated fire watch person?

No — it depends on the site's fire safety plan and current fire protection status. Sites with live standpipes and alarms may not need continuous coverage, while sites without functioning systems often do.

Who writes the fire safety plan that determines this?

Typically the GC's safety team or a fire protection consultant, often in coordination with the AHJ during permitting.

Can one fire watch person cover multiple floors or buildings on a large site?

This depends on sightlines and AHJ requirements for the specific project — some large sites require watch coverage per zone rather than per site.
